EU Ministers Vote to Permanently Ban Phthalates in Toys and Childcare Articles*

The EU ministers agreed on 2004 September 24 to permanently ban phthalates used to soften PVC plastic from being used in certain toys, alleging that they could be harmful to young children who put toys in their mouths. The proposal to outlaw the phthalates will now pass to the European Parliament and may become law in a matter of months.
Three phthalates (DEHP, DBP and BBP) would be banned in all toys and childcare articles while other phthalates (DINP, DIDP and DNOP) would be banned from use in toys intended for children under three years of age and which can be placed in the mouth.
